My Riley has a fat bottom lip

My 15 year old male cat has recently developed a swelling in his bottom lip. It seems to resemble a cold sore. His diet has not changed at all. He is an indoor cat. Prior to his fat lip, he developed small tiny bumps on both ears. This made him very itchy. Could this be some sort of alergy? I know that he is in the twilight of his life, but I would like him to be as comfortable as possible. Please help.
