Default maybe sick puppy?

I have a 10 week old Shih tzu puppy and wondering if she is sick or not. My puppy has real fuzzy hair and has had a few accidents with her poop sticking to her bottom so we have had to wash her bottom off since she isnt' quite old enough yet to go to the groomer. So the other day I guess she went poop and some was stuck on her bottom so my husband was a looney and didn't use his brain and washed her off outside on her bottom only using the cold garden hose. Now I am wondering if she has a cold or something because she is acting ok and normal I guess but making weird almost sniffle noises but no drainage out her nose and when she does this like she breathes heavy it seems. I am just upset because the idiot should of known better than wash a small puppy in cold water. Should I call the Veterinarian like emergency type of situation or what should I do. I have only had her almost 2 weeks and not sure on what my coarse of action should be...Thanks need some advice!!

Your pup should be OK - just make sure she stays warm and is eating and drinking OK.

If she continues with the weird sniffle noises, it wouldn't hurt to have your Veterinarian check her out just for peace of mind.
