Default a cough that won't seem to go away

I have a 5 yr old yorkie that has developed a dry hacking cough. We have been dealing with it for 4 or 5 weeks. He has no white foam around his mouth and we have a younger yorkie that seems to be fine so I am no thinking it could be kennel cough. He has been on a couple of antibiotics and is now taking some kind of a steroid and nothing seems to help. He has had x rays and blood work and everything looks fine. Anyone ever dealt with this before?

i've never dealt with this on a canine level, but working in a medical office it sounds like it might be an allergy if your other pets are fine, i would ask your Veterinarian about this
